What is the riverfront area and can I build a house there?

The riverfront area is measured 200 feet from the mean annual high-water line of a perennial stream (aka river) and is a highly regulated area. Work within this area is very restricted. An applicant is allowed to disturb up to 5000 square feet or 10% of the river front area whichever is greater. However, the applicant is required to meet the a series of specific standards.
